Savannah is a divided city, like most it has a generally affluent
downtown while the outskirts are populated by communities that have yet to reap
the benefit of an exploding Georgia economy. Not only do these people have an economic
disadvantage; however, in the low country a topographic one as well. Mostly
residing in the FEMA flood zone these areas are awaiting the unavoidable,
destruction by flood waters. At the beginning of this project hurricane
Florence hit, a storm that destroyed many communities taking life, and creating
over 50 billion dollars in damage. Proactive investment of that money in
infrastructure would have helped to prevent a bank busting catastrophe.
Utilizing the existing Truman Parkway as a foundation this architecture will
build a new community lining the highway foundation with additional
infrastructure, these anchoring towers that will support dynamic modules. The modules
are free to move rising and falling with the sea level and storm surge. The
anchoring towers provide total infrastructure: power, water, and access much
like the lanes in historic Savannah. The bulk of built content being attached
to the sides of the Truman allow for the spine to be appropriated as
recreational green space.
